Purpose
The Unattended Minors Code of Conduct for Andrew Bayne Memorial Library sets rules that all individuals under the age of eighteen (18) must follow when visiting Bayne Library without a caregiver. It is intended to foster a safe, courteous atmosphere for all users.
Statement of Policy
Children under the age of ten (10) must be accompanied by an adult. Children older than 10 without a caregiver are considered Unattended Minors and must adhere to the Unattended Minors Code of Conduct* in addition to the Behavior Policy. The Library reserves the right to contact an adult caregiver if:
- The unattended minor’s health or safety may be in danger
- The unattended minor’s behavior disturbs other users of the Library
- The unattended minor is left alone for an extended period of time
- The unattended minor violates the Code of Conduct repeatedly
Terms of Use
- No more than five (5) unattended minors may be in the library at a time
- Patrons must wear appropriate attire including shoes and shirts.
- Ski masks, costume masks, or other items with the effect of obscuring identity while in the library must be removed.
- If using the computers, full first name must be used for login. If a nickname or other alias is used, staff reserves the right to end the user’s session
- Only one person may use a computer at a time
- Use of the computers or the library’s wireless network constitutes acceptance of the Computer Use Policy
- Conversations must be at a reasonable volume and respectful in tone. Profanity or other verbal abuse will not be tolerated
- No food or drink is permitted
- No rough-housing, pushing, shoving or excessive public displays of affection.
- Furniture must be used for its intended purpose–no sitting on tables or standing on chairs.
- Bags must be left at the table in the computer room. Please note: the Library is not responsible for patron’s personal property.
- Clean up after yourself and others.
- One person in the bathroom at a time
- No use of smoking/vaping devices inside the library building or within 15 feet of any entrance
Violations of Use
Patrons will be given two warnings. If behavior continues, the patron will be asked to leave. If this occurs twice, the unattended minor and their caregiver will need to make an appointment with the Director before being allowed to come back to the Library.
If patrons are found smoking or using any smoking/vaping device inside the library building or within 15 feet of any entrance they will immediately be asked to leave
*Library staff are recognized as Mandated Reporters under Pennsylvania State Code § 42.42. Library staff will contact Child Protective Services for those children whose basic needs for food, rest, parental supervision or attention are not being fulfilled.
